The Global Partnership for Education Secretariat (GPE) is inviting applications for a Strategic Initiatives Project manager to assist in the development and launch of the four pilot strategic initiatives, with particular responsibility for coordination of the design and launch of the Tech4Ed initiative. The consultant will also backstop project management for initiatives in School Nutrition, Gender Equality and Safe Learning, including support for coordination, communications, and partner engagement. This position is located within the Partnerships Team (PT), which works to mobilize and support partnerships to enhance their collaboration, learning and participation in system transformation efforts. This role will work closely across teams, including with the Country Engagement and Policy team (CEP) and External Relations team (EXR).
This position will report to the Strategic Partnerships and Capabilities Team lead working in close collaboration with the Team Lead Strategy and Coordination and Team Lead Private Sector and Foundations as well as the Thematic Lead on Tech4Ed, and will work on a daily basis in the Tech4Ed project team and the Partnerships team. The Consultant’s work will focus on supporting the overall project management and development of GPE’s strategic capabilities portfolio, with particular attention to the Tech4Ed strategic capability.
The consultant will be hired initially for 90 days over FY24 (November 2023-July 2024) and the contract will start in mid-November 2023. Depending on performance and need, additional days may be added as required.

Roles/Responsibilities

  • Project management of the Tech4Ed workplan, tracking deliverables, timelines and supporting collaboration among team members.
  • Liaise with the cross-Secretariat project team tasked with piloting the initial Strategic Capabilities
  • Support the design, development and implementation of up to 3 co-creation workshops with country partners, including supporting the development of a workshop agenda, facilitation guide, identifying dates and working with GPE’s Operations team to manage all administrative and logistical tasks
  • Support the creation and launch of GPE’s Tech4Ed Global Reference Group, including invitation letters, establishing Terms of Reference, identifying opportune meeting times, drafting updates, supporting the Chair(s) and establishing effective communication channel with the group
  • Support the drafting of the Tech4Ed Strategic Capabilities Partnership Framework; including seeking guidance from the Strategic Capabilities team and the GPE DCEO as the framework develops
  • Liaise with the Global Advocacy Team and the Education, Policy and Learning team to keep abreast of and document the latest evidence on Tech4Ed
  • Support and keep records of dialogue with potential partnerships to inform development of the Tech4Ed Strategic Capabilities
  • Work with the EPL Thematic Lead on Tech4Ed to track Tech4Ed country dialogue priorities, challenges and emerging issues shared across multiple countries (including those adopted through Partnership Compacts)
  • Map potential Tech4Edpartnership opportunities, including support for stakeholder analyses and landscape of relevant actors working on a particular challenge.
  • Contribute to the development of a process for defining country need, assessing country demand and engaging partner countries in Strategic Capabilities initiatives.
  • Support the Strategic Partnerships and Capabilities team with the development of project management and coordination tools and processes for the portfolio of partnerships as a whole
  • Engage across teams to build strong internal collaboration and increase awareness across the Secretariat about strategic capabilities initiatives
  • Support project management for the design and piloting phases of the Gender Equality, Safe Learning and School Nutrition, working closely with the project teams for those initiatives
  • Provide logistical support for partnership engagement including support for partner workshops, meetings and country missions as needed
  • In coordination with the Partnerships Team, develop knowledge management and communications materials related to the four strategic capabilities initiatives including internal (intranet content, staff updates, document filing etc.) and external (fact sheets, powerpoint presentations, FAQs, Board updates, GPE and Partner Portal websites).
  • Coordinate with GPE’s External Relations Team to effectively communicate progress and
    impact of the strategic capabilities initiatives through blogs, social media, etc.

Eligibility

  • Master’s degree in relevant subject area or the equivalent experience with at least 5 years’ relevant professional experience in a similar function within the international development context.
  • Strong understanding of education challenges and opportunities; including in the crosssectoral thematic areas of focus of the strategic capabilities initiatives
  • Good understanding of the global international development environment, key institutions, partners and topical issues.
  • Ability to work effectively under pressure, prioritize and juggle multiple tasks within tight deadlines, and to deliver time-sensitive high-quality work
  • Flexible and enthusiastic team player with a track record of delivering in a fast-moving environment and strong project-management skills.
  • Demonstrated strength in written and oral communications, with strong ability to convey complex ideas in a clear, direct style.
  • Knowledge of and experience with the World Bank or the Global Partnership for Education will be considered an asset
  • Fluency in English is required; fluency in French will be considered an asset
